So my dads 1981 honda cb500 needs the carbs rebuilt or replaced.
Anyone know where i can get parts or better yet replacement aftermarket carbs?

Actually dude they make carb rebuild kits for fairly cheap. They just come with gaskets usually and seals. Really, all you need to do is take it all apart and clean it with carb cleaner. I've rebuilt a lot of different carbs and they're all the same. Even better, the CB probably has a CVK (constant velocity carb) so you don't have to worry about setting the jets right or anything. So yeah just take it apart and clean it all and make sure the rubber boots that connect it to the engine aren't cracked or leaking, cause it will kill the motor's ability to run.

good to know. My dad said he pulled them apart and cleaned then but i doupt he went past removing the bowls and spraying them with carb cleaner. I will just have to take them home and do it myself.

Are there any universal replacments out there if it comes down to that?

Hah sorry for the late response. Anyways well chances are the carbs from that bike are used on a lot of honda bikes around that same year. Knowing that, it shouldn't be that hard to find a rebuild kit for it. Don't know exactly which parts you need, but you should inspect the ones listed on this page http://www.carbkitscapital.com/carb_kit_list_model.php?make=Honda&model=CB500 and make sure they look like the ones in the picture. In particular, pay attention to all the rubber o rings cause if they're cracked it will mess up the whole system. If you need replacements, that site has em for pretty cheap! Except you'll need four of everything in the worst possible case (4 carbs).
